CALSA Welcomes Alma Ulloa as Region 5 Director for Los Angeles County

Sacramento, CA— The California Association of Latino Superintendents and Administrators (CALSA) is proud to announce the election of Alma Ulloa as the new Region 5 Director for Los Angeles County. With 25 years of experience in education, Ulloa brings a wealth of expertise in special education, student support services, and leadership development to her new role.
Currently serving as Assistant Superintendent of School Support Services at Bellflower Unified School District, Ulloa has dedicated her career to creating inclusive educational environments, fostering strong partnerships with families and community stakeholders, and driving student success through data-informed strategies. She has held leadership roles in multiple school districts, including Monrovia, Santa Ana, and Garvey, where she successfully oversaw special education programs, compliance, and grant management.
A lifelong advocate for educational equity, Ulloa is completing her Doctorate in Educational Leadership at Cal Poly Pomona (expected 2026) and holds credentials in Administrative Services and Education Specialist (Mild/Moderate), along with a CLAD Certificate. Fluent in Spanish, she effectively serves diverse communities, ensuring all students have access to high-quality education.
Ulloa has been an active CALSA member, contributing to the Mentoring Program and serving on state and regional event committees, supporting professional development, networking, and leadership opportunities for Latino administrators across California.
“Alma embodies CALSA’s mission, her leadership and dedication will advance our collective purpose, strengthen Latino representation, and expand opportunities for professional growth and advocacy across Los Angeles County,” said Jessica Ochoa, Chief Executive Officer.

CALSA Regional Directors play a critical role in representing the needs and voices of educators across California, guiding initiatives, and supporting CALSA’s mission to strengthen Latino leadership in public education.
