Marking a New Era of Leadership, CALSA Appoints Jessica Ochoa as First Chief Executive Officer
Sacramento, CA— A new era of leadership is taking shape at California Association of Latino Superintendents and Administrators (CALSA) with the appointment of Jessica Ochoa as the organization’s first Chief Executive Officer. The move marks a historic milestone for CALSA as it continues to expand its impact as a statewide voice for equity, representation, and educational leadership.
Ochoa, who most recently served as CALSA’s Region 5 Director, brings nearly two decades of experience in public education, including leadership roles in district operations, communications and community engagement. Her appointment was approved by the CALSA Board and reflects the organization’s commitment to sustainability, strategic growth, and member support. She will officially assume the position on Tuesday, July 15, 2025.
“Jessica’s leadership is intentional, values-driven, and deeply aligned with CALSA’s mission,” said Dr. Roxane Fuentes, CALSA Immediate Past President. “She brings strategic vision, expertise, and the corazón that continues to define our organization. This appointment honors the foundation built by those before her and positions CALSA to expand its reach and deepen its impact.”
Ochoa enters the role with experience in early education, expanded learning, communications and systems design through leadership positions in Inglewood, Santee and Santa Ana school districts. Her responsibilities have included budget oversight, grant management and districtwide planning to support instructional and operational goals.
“We knew that our CEO needed to be a creative difference maker, and we’ve found exactly that in Jessica,” said Diego R. Ochoa, CALSA President-Elect.
As a longtime CALSA member and former participant in its mentoring program, Ochoa has remained involved in regional and statewide leadership initiatives. She has supported professional development efforts, engaged in advocacy and collaborated with peers to strengthen CALSA’s member network.
“CALSA has been more than a professional network—it has provided space, support and a strong sense of shared purpose,” Ochoa said. “I am grateful to step into this role and help further the mission of developing and uplifting Latino/a leaders in education.”
Ochoa’s background includes experience in fundraising and resource development. She has helped secure nearly $10 million in philanthropic support to fund scholarships, programs and student services. Her efforts have included leading a $350,000 districtwide campaign and contributing to a $40 million capital initiative. In these roles, she supported the development of systems and partnerships aimed at expanding organizational capacity and improving access to resources for students and families.
“Jessica reflects the leadership qualities recognized by our Regional Directors, Chapter Presidents and members,” said CALSA President Dr. Juan Manuel Santos. “Her experience, values and understanding of CALSA’s mission position her to lead the organization’s continued growth and strategic direction.”
As Chief Executive Officer, Ochoa will oversee the organization’s operations, partnerships and long-term planning, with a focus on expanding CALSA’s reach and supporting the development of Latino/a leaders across California’s education systems.

In the months ahead, Ochoa will lead strategic planning efforts, strengthen statewide partnerships, and expand CALSA’s mentorship and development programs to reach more emerging leaders across California.
