SUMMARY: This bill establishes the Middle Class Scholarship Program and provides the financial aid formula involved in the program and the qualifying factors.  Additionally, the bill provides that any access funds in the program shall be expended as a part of the state’s Cal Grant Program.

TITLE: Standardized Tests and Reporting: Academic Achievement

SUMMARY: This bill amends the Leroy Greene California Assessment of Academic Achievement Act.  Specifically, the bill deletes the requirements of the standards-based achievement tests, requires the standards-based achievement tests to include California Standards Tests, modified assessments, alternate performance assessments, and primary language assessments that assess identified subject areas in specified grades.

SUMMARY: This bill requires the state Department of Education to recommend and the State Board of Education to approve evaluation criteria to guide the development and review of supplemental instructional materials for English learners. Additionally, the bill requires the CDE to develop a list of supplemental instructional materials aligned with the common core academic content standards for language arts and the English language development standards.  The bill also requires content review experts to review the supplemental instructional materials.

SUMMARY: This bill defines “long-term English learners” and “English learners at risk of becoming long-term English learners.”   The bill also requires school districts to report the number of pupils identified in these two categories and requires notification to be provided to parents of pupils who are, or are at risk of, becoming long term English learners.

SUMMARY: This bill requires the CDE to review and analyze English learner reclassification criteria, policies, and practices used by a sample of school districts representing the geographic, socioeconomic, and demographic diversity of school districts in the state.  As a part of the analysis CDE is to meet with and consult parents, ESL teachers and administrators.
